NASA Administrator Charles Bolden told members of the Senate in a CAPITOL HILL HEARING Wednesday, March 7, 2012, that spending more on the SPACE LAUNCH SYSTEM (SLS) HEAVY-LIFT ROCKET and Orion crew capsule would not allow the government-owned vehicles to make their debut any sooner than 2017, reports Dan Leone at "SPACENEWS".
Bolden's remarks came in response to Sen. Kay Bailey Hutchison. The Texas Senator sparred with Bolden over the administration's proposal to decrease funding for a rocket development program that she has championed at a congressional hearing, acoording to the "DALLAS MORNING NEWS".
Bolden made his assertion in response to complaints from the committee's ranking Republican, Sen. Kay Bailey Hutchison of Texas, that President Barack Obama's 17.71 billion NASA budget proposal draws funds away from SLS and Orion to pay for a steep increase for the agency's Commercial Crew Program.
NASA is seeking nearly 3 billion for SLS and Orion for 2013. But with about 10 percent of that money budgeted for related ground and support infrastructure, funding for actual vehicle development would be about 325 million less than Congress provided for 2012.
At the same time, NASA is seeking to raise the Commercial Crew Program's budget to 830 MILLION FOR 2013, which is significantly above the 500 million Congress authorized for the program and more than double the program's current budget, according to "SPACE NEWS". NASA is trying to outsource flights to low-Earth orbit and the International Space Station to the private space sector.

The Virginia General Assembly's BUDGET CONFERENCE COMMITTEE has agreed to appropriate 7.5 MILLION PER YEAR to operate the VIRGINIA COMMERCIAL SPACEFLIGHT AUTHORITY (VCSFA) along with authorizations for capital acquisition from undesignated VDOT balances. The appropriation provides a significant boost to Virginia's commercial spaceport development over the balance of the decade.
Many state policy observers believe the two-year budget conference committee passed state budget WILL BE ADOPTED LATER THIS MONTH by a vote of a majority of the Legislature. The vote, expected April 17, 2012, follows two contentious budget proposals killed by partisan party line 20-to-20 votes in the Virginia State Senate on unrelated issues.
Last month, the VIRGINIA GENERAL ASSEMBLY approved legislation reorganizing the VCSFA by downsizing the board of directors from 13-to-9 members, authorizes the use of 7.5 MILLION annually to support the capital needs, maintenance, and operating costs of facilities owned and operated by the Authority and, technical amendments to the possible new TAX TRANSFER REVENUE STREAM from commercial human spaceflight sold by Virginia-based SPACE ADVENTURES. The measure is now on GOVERNOR BOB MCDONNELL'S DESK to sign or recommend amendments prior to mid-April 2012. The measure is expected to become law July 1, 2012.
Later this year, Virginia-based ORBITAL SCIENCES CORPORATION will test the NEW ANTARES BOOSTER to carry commercial payloads to the International Space Station with subsequent cargo missions in six-month intervals thereafter through 2017 from a new launch pad. In addition, the Mid-Atlantic Regional Spaceport at Wallops Island, Va. will host launches of the MINOTAUR-1 and Minotaur-5 to loft a USAF OPERATIONALLY RESPONSIVE SPACE (ORS-3) satellite and the NASA LADEE MOON mission, both in 2013.
Meanwhile, Florida's legislature has appropriated a one-time 10-million boost to SPACE FLORIDA with an ANNUAL 4-MILLION to expand commercial space developments. FLORIDA HAS VIEWED VIRGINIA as a POTENTIAL COMPETITOR FOR HUMAN SPACEFLIGHT OPERATIONS in this decade to the extent of FILING OBJECTIONS to an environmental impact statement relating to a human spaceflight study at the NASA Flight Facility, where the Virginia commercial spaceport is co-located.
THE FEDERAL GOVERNMENT is injecting millions of dollars into the FLORIDA SPACE LAUNCH INFRASTRUCTURE for commercial activities and the multi-billion dollar civil SPACE LAUNCH SYSTEM (SLS). The SLS is to carry humans beyond low earth orbit in the next decade.

The Manned Orbital Laboratory (MOL) was part of the United States Air Force's manned spaceflight program, a successor to the cancelled X-20 Dyna-Soar project. It was announced to the public on the same day that the Dyna-Soar program was cancelled, December 10, 1963. The program was supposedly intended to prove the utility of man in space for military missions. However, this was just a cover story for the Russians and the public.
The program was developed as a space station used for reconnaissance purposes (KH-10). The space station used the Gemini B spacecraft that was derived from NASA's Gemini program. The contractor for the MOL was the Douglas Aircraft Company. The Gemini B/MOL craft was externally similar to NASA's Gemini spacecraft although it underwent several modifications. The most obvious was the addition of a circular hatch through the heat shield to allow passage between the spacecraft and the laboratory.

Space enthusiasts have been abuzz for days over whether the Mars rover Curiosity captured an extraterrestrial crash. On Friday, NASA declared the mystery solved.
Seconds after the car-size rover parked its six wheels in an ancient crater, a tiny camera under the chassis snapped a picture revealing a smudge on the horizon. The feature disappeared in a later photo.
Was it dirt on the camera lens or a spinning dust devil? It turned out Curiosity spotted the aftermath of its rocket-powered backpack crash-landing in the distance.
It "was an amazing coincidence that we were able to catch this impact," said engineer Steve Sell of the NASA Jet Propulsion Laboratory, which manages the 2.5 billion mission.
The nuclear-powered rover landed in Gale Crater near the equator Sunday night to study whether environmental conditions could have favored microbes. Its ultimate target is a mountain looming from the crater floor where mineral signatures of water have been spied.

The Space Shuttle Discovery is scheduled to launch from Cape Kennedy in February to begin its final journey into space. The mission, the 133rd of the Shuttle fleet, is one of only three remaining flights in a program that has spanned three decades and sent over 300 humans into space. Since 1981, five Space Shuttle Orbiters have carried communications, defense and scientific satellites into space, acted as orbiting laboratories for scientific, medical and technological research and have been posts for observing Earth weather patterns as well as climate and ecological changes. Bush failed to provide the funding needed to reach the goals he had set. When President Obama and the Augustine Commission reviewed the Bush plans, they considered them unfeasible under the current NASA budget. Rather than providing the funding necessary, however, Obama canceled Constellation and sent NASA in a "New Direction" wherein private companies would begin developing the next generation earth-orbit launch vehicle, allowing NASA to focus on designing more advanced SPACECRAFT to reach deep space.
The Obama plan faced much criticism because of its vague and distant goals and reliance on foreign nations to send humans to the ISS. Many NASA employees, past and present, expressed concerns that the private sector is not advanced enough to conduct spaceflight operations yet. Some astronauts who have come out in support of the plan - most notably Buzz Aldrin, who, along with Neil Armstrong, became one of the first men to land on the moon in 1969 - have emphasized its importance to the private sector as a driving force for American business and ingenuity.
Recent attempts in Congress to alter the "New Direction" plan, combined with the results of the 2010-midterm elections, leave the future of American spaceflight very much in question. Recent successes in the private spaceflight sector show some hope for this plan, but without any specific goals and far too much reliance on a new industry, NASA is on thin ice. For the first time in American history, we will be ending a manned space program without having one to take its place. At this crucial turning point, it is important to look back at the Shuttle and the programs before it, to honor their contributions to this nation and the world and to emphasize the importance of scientific discovery, research and exploration to humanity. All this is best expressed through the words of the select few who have traveled beyond our planet.
